Vital statistics: Hispanic male. Born on December 11, 1996. Brown hair, brown eyes. He has a scar on his neck and his front teeth protrude slightly. He is autistic and is mentally retarded; he functions at the level of a five year old and may be in need of medical attention. He may use the last name "Morales" and some agencies refer to him as "Emanuel Ocampo Morales." He speaks limited English and Spanish. Was twelve at the time.

Circumstances: He was abducted by his non-custodial mother, Adriana Luz Morales. She is a hispanic female who was born on March 17, 1977; she was thirty-two at the time. Photos and additional vital statistics for her are not available. They are believed to be in Veracruz, Mexico in the company of Morales' current boyfriend.
