Vital statistics: Biracial (asian/black) female. Born on September 12, 2012. Black hair, brown eyes. She is of Filipino descent and speaks English and a Philippine dialect. Her nickname is "RayRay." Was three at the time.
Circumstances: She was abducted by her non-custodial mother, Katrina Jean Lacdao. A photo and vital statistics are posted below. She told Rachel's father, Elisha Edwin, that she wanted to take her daughter to the Philippines to visit her ailing father. He opposed the visit but the courts agreed she could travel there for two weeks. They were supposed to return on April 5 but did not. It was later discovered that Lacedo had quit her job, put her house up for sale, and that all the numbers she gave to contact her in the Philippines were false. A felony warrant for custodial interference was issued for her on April 28, 2016. They are still believed to be in Davao City, Philippines; some agencies claim she was last seen there.
